Based on the experiences gathered in over 15 years of the implementation of the Anti-Discrimination Act (ADA), the Ombudswoman of the Republic of Croatia has published a report titled “Discrimination and Protection Against Discrimination in Croatia – A Review of 15 Years of the Anti-Discrimination Act.” The publication provides a comprehensive overview of the application and of the impact of this key anti-discrimination law from its enactment on January 1, 2009, to the present.
Published within the framework of the EU project FRED – For Equality and Diversity, Against Racism, the report includes analyses and insights from the Ombudswoman’s Office, specialized ombudspersons, anti-discrimination law experts, and representatives of the civil society. It examines legal protection against discrimination and reviews key trends in court rulings from 2009 to 2023. Additionally, it highlights major challenges and the steps necessary to improve protection against discrimination in the future.
By publishing this report, the goal is to further advance anti-discrimination efforts in Croatia and to ensure greater realization of equality as one of the fundamental values of the constitutional order.
