Deputy Ombudsman Sa\u0161a Raji\u0107 participated in the meeting of the Independent Police Complaints\u2019 Authority Network (IPCAN), dedicated to police conduct concerning minors, which was held on 4\u20135 December 2025 in Paris and organized by the French Ombudsperson Institution.<\/p>\n
On this occasion, Deputy Raji\u0107 presented Croatia\u2019s experiences in this area, particularly the activities of the National Preventive Mechanism operating within the Ombudswoman\u2019s Office, as well as the work of the Ombudswoman in handling complaints from children and minors in the context of police conduct, including cooperation with the Ombudswoman for Children.<\/p>\n
Deputy Raji\u0107 also briefly outlined the legal framework for police procedures regarding minors and highlighted the risks and challenges that arise in practice.<\/p>\n
At the conclusion of the two-day meeting, IPCAN members adopted a Declaration on the Interaction between Law Enforcement and Minors, which, among other points, emphasizes the need to include specific provisions concerning minors in national legislation, with the aim of ensuring that the best interests of the child are prioritized in all interventions involving minors.<\/p>\n
The Declaration also stresses the importance of providing sufficient and effective training for police officers and all other law enforcement personnel on age-appropriate intervention techniques and the proportional use of force, so that they can recognize the specific vulnerabilities of minors and appropriately assess their particular needs.<\/p>\n
Furthermore, the Declaration highlights the need for strict regulation of the use of force against children and promotes de-escalation techniques and dialogue as alternatives whenever possible in interactions with minors.<\/p>\n
It also underscores the necessity of ensuring access to legal assistance and other procedural safeguards for minors during their stay in detention facilities, as well as the availability of designated interview rooms adapted to the needs of children, whether as victims or alleged offenders.<\/p>\n
By adopting the Declaration, IPCAN members committed to promoting these values and recommendations and to aligning their activities with other national human rights bodies, with the overarching goal of acting in the best interests of children and advocating for the implementation of these recommendations in national contexts.<\/p>\n","protected":false},"excerpt":{"rendered":"
