NHRIs in seven EU Member States, including the Ombudswoman of Croatia, are taking part in this project, as well as the European Network of National Human Rights Institutions (ENNHRI).<\/p><p>The project aims to strengthen the role of NHRIs in the application of the\u00a0<a href=\"https:\/\/fra.europa.eu\/en\/themes\/eu-charter-fundamental-rights\">EU Charter of Fundamental Rights<\/a>\u00a0at the national level.<\/p><p><strong>Project Status: Ongoing<\/strong><\/p><p><strong>Project start date: June 2022<\/strong><\/p><p><strong>Project end date: February 2024<\/strong><\/p><p><strong>What?<\/strong><\/p><p>The project will support NHRIs in Bulgaria, Croatia, Cyprus, Latvia, Poland, Slovakia and Slovenia \u2013 which are also EEA and Norway Grants beneficiary states \u2013 to make active use of the\u00a0<a href=\"https:\/\/fra.europa.eu\/en\/themes\/eu-charter-fundamental-rights\">EU Charter<\/a>\u00a0in their work. The following NHRIs are taking part in the project:<\/p><ul><li><a href=\"https:\/\/www.ombudsman.bg\/index.php\/bg\">Ombudsman of the Republic of Bulgaria\u00a0\u2013 Website<\/a><\/li><li><a href=\"https:\/\/www.ombudsman.hr\/en\/\">Ombudsman of the Republic of Croatia\u00a0\u2013 Website<\/a><\/li><li><a href=\"https:\/\/www.snslp.sk\/\">National Centre for Human Rights of Slovakia\u00a0\u2013 Website<\/a><\/li><li><a href=\"https:\/\/bip.brpo.gov.pl\/en\">Commissioner for Human Rights of Poland\u00a0\u2013 Website<\/a><\/li><li><a href=\"http:\/\/www.ombudsman.gov.cy\/\">Commissioner for Administration and the Protection of Human Rights (Ombudsman) of Cyprus\u00a0\u2013 Website<\/a><\/li><li><a href=\"https:\/\/www.varuh-rs.si\/en\/\">Human Rights Ombudsman of the Republic of Slovenia\u00a0\u2013 Website<\/a>\u00a0\u2013\u00a0<a href=\"https:\/\/evropskasredstva.si\/listina-eu-o-temeljnih-pravicah-in-konvencija-zdruzenih-narodov-o-pravicah-invalidov-v-okviru-evropske-kohezijske-politike-v-sloveniji\/\">Project page<\/a><\/li><li><a href=\"https:\/\/www.tiesibsargs.lv\/en\/homepage\/\">Ombudsman of the Republic of Latvia\u00a0\u2013 Website<\/a>\u00a0\u2013\u00a0<a href=\"https:\/\/www.tiesibsargs.lv\/en\/about-us\/eea-and-norway-grants-fund-for-regional-cooperation-2022-2024\/\">Project page<\/a><\/li><\/ul><p><strong>\u00a0<\/strong><\/p><p><strong>Why?<\/strong><\/p><p>FRA\u2019s 2020 report\u00a0<a href=\"https:\/\/fra.europa.eu\/en\/publication\/2020\/strong-effective-nhris\">Strong and effective national human rights institutions \u2013 challenges, promising practices and opportunities<\/a>\u00a0demonstrated the potential to further strengthen NHRIs in the EU. FRA has developed this project to put into practice some of the report\u2019s opinions. It draws on the expertise of ENNHRI regarding rule of law monitoring by NHRIs.<\/p><p>This is in line with the Council of Europe\u2019s\u00a0<a href=\"https:\/\/www.coe.int\/en\/web\/portal\/-\/committee-of-ministers-adopts-recommendation-to-strengthen-national-human-rights-institutions\">Recommendation to strengthen NHRIs<\/a>. It reinforces the role of NHRIs in enhancing the application of the EU Charter, as stated in the\u00a0<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A52020DC0711&amp;qid=1608047356199\">2020 EU Strategy to strengthen the application of the Charter<\/a>, the EU\u2019s rule of law mechanisms, as well as the Charter-compliant use of EU funds (Regulation 2021\/1060, the\u00a0<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A32021R1060\">\u2018Common Provisions Regulation on 8 EU Funds\u2019<\/a>).<\/p><p><strong>How?<\/strong><\/p><p>The project will support the NHRIs in developing and implementing activities to promote the application of the EU Charter nationally. It will strengthen their<\/p><ul><li>staff knowledge about the EU Charter<\/li><li>capacity to monitor fundamental rights and fundamental rights aspects of the rule of law.<\/li><\/ul><p>The latter will build on ENNHRI\u2019s methodology of the rule of law reporting. While NHRIs will be able to draw on the wealth of national data collected by FRA, this project will particularly make use of FRA\u2019s expertise on the EU Charter and existing training material such as FRA\u2019s e-learning EU Charter tool.<\/p><p>Lessons from the project will be shared and promoted across the EU, through the network of NHRIs and other stakeholders. Planned project outputs include methodologies, toolkits on the EU Charter, capacity building events and reports about the application of the EU Charter and the human rights structures in the partner countries. They set standards for how we live and work in Europe today.<\/p><p>Fundamental rights are at the heart of the European project and the EU enshrined them in its Charter of Fundamental Rights. FRA was set up to protect and promote them.<\/p><p>Despite this heritage, there are many challenges to the practice of fundamental rights. FRA collects and analyses data to understand and tackle these issues.<\/p><p><strong>What is the EU Charter of Fundamental Rights?<\/strong><\/p><p>The Charter of Fundamental Rights is the European Union\u2019s bill of human rights. Its 50 articles bring together the rights and freedoms belonging to everyone in the EU.<\/p><p>General provisions in the Charter set out its detailed interpretation and application. Member States have a duty to respect and observe the Charter when acting within EU law.<\/p><p>The European Commission drafted the Charter in 1999. and the European Parliament proclaimed it a year later. The Charter came into full legal effect with the Treaty of Lisbon on December 1, 2009.<\/p><p><strong>When are authorities required to apply the Charter?<\/strong><\/p><p>The Charter of Fundamental Rights binds Member States \u201conly when\u2026implementing Union law\u201d. But EU law often applies at national level. It influences significant parts of Member States\u2019 law and policymaking.<\/p><p>This makes judges, politicians, government officials and legal practitioners core Charter agents.<\/p><p>Application of the Charter is central to the proper implementation of EU law.
